Historical Background

The Science and Technology Human Resource Development or S&T HRD is one of the major programs of the Department of Science and Technology (DOST) at the national level. This in line with the mandate of DOST to strengthen scientific and technological capabilities through human resource training, infrastructure and institution building.

 
     
   
S&T HRD Plan
  Passage of Republic Act 8248
  The legislative basis of S&T HRD and consequently, the creation of the S&T HRD Council, has its roots in the passage of Republic Act 8248 (An Act Further Strengthening the Science and Technology Program of the Government, Amending for the Purpose Republic Act No. 7687, Otherwise Known as the Science and Technology Scholarship Act of 1994.)
   
  S&T HRD Council Members, Organization and Functions
  The Council is chaired by the DOST Secretary with the Secretaries of five (5) other agencies as members. In essence, the Council serves as a policymaking and advisory body for matters pertaining to HRD in S&T. Also, one of the important functions of the Council is to draft a medium-term HRD plan for S&T.
   
  Presentation of Draft S&T HRD Plan 2003-2010
  The draft S&T HRD Plan is captured in a slide presentation which was shown to legislators and the media in a Science Legislative Forum held on 09 November 2004 at the Philippine Senate.
   
  Manual on Computation of S&T HRD Manpower Requirements (Deductive Approach)
  Developed by the S&T HRD –Technical Working Group (TWG), the Manual is a sample guide for estimating the national S&T human requirements as recommended by UNESCO and verified/validated relative to the DOST targets in the National Science and Technology Plan (NTSP)
   
S&T Human Resource Sectoral Studies
    To augment the lack of sufficient sectorwide HRD studies and data dealing with the current state and future trends in S&T, various sectoral studies have been conducted and used as references and supporting studies/documents in the development of S&T HRD Plan 2003-2010.
     
    Government Study
    The government sector study entitled “ Demographic Estimates of S&T Human Resources in the Philippine Government Sector, 2000-2010 ” was commissioned to Demographic Research and Development Foundation, Inc. - UP Population Institute. Forecasting the requirements for S&T government personnel from 2000-2010 is the main objective of the study.
     
     Private Sector/Industry Study
    There are two finished HRD studies conducted by the two experts in statistical projection. The first private sector study entitled “ S&T Manpower Supply and Requirements of the Philippine Economy (2001-2005) ” was conducted by Dr. Cid Terosa of University of Asia and the Pacific (UA&P) covers the period 2001-2005 while the second project entitled “ Projecting S&T Human Resource Requirements in the Private Sector 2001-2010 ” undertaken by Dr. Erniel Barrios of the University of the Philippines (UP) has ten-year projection period.
     
     DOST-SEI Scholar-Graduates Tracer Study
    The First Tracer Study for DOST-SEI Scholar-Graduate was conducted by Dr. Lisa Bersales of the UP School of Statistics. The study is the initial systematic effort to track the professional development and career progress of DOST-SEI scholars after they have graduated.
     
     Education Sector Study
    The study conducted by Dr. Ana Maria Tabunda of the UP School of Statistics, aims to project the teaching HR needs particularly those who will be handling S&T courses and subjects in the academe in response to the manpower needs/demand of various sectors for the next ten years.
     
     Other Related S&T HRD Studies
    In the course of completing the S&T HRD Plan and other sectoral studies that serve as inputs to the Plan, many useful data and documents were also produced in order to analyze the surveyed data.
